Sam Jeans, Negro, was assistant police chief and then promoted to police chief in Lawrence for a period of years in the 1890s. He was described as one of the best officers the city ever had; fearless in danger, good judgment, and knows how to get along with the public. During the 1890s, Lawrence’s population had climbed to 9,997, the city was considered “up and coming,” and Negroes faced widespread discrimination and segregation.
